安徽省加強信用信息共享應用促進中小微企業融資行動方案


為加(jia)(jia)快信(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)息(xi)共(gong)(gong)享步伐,深化數據開發(fa)利用(yong)(yong)(yong),大(da)力推(tui)廣信(xin)(xin)(xin)用(yong)(yong)(yong)貸款(kuan)融(rong)資模(mo)式(shi),著(zhu)力解決銀(yin)企(qi)(qi)信(xin)(xin)(xin)息(xi)不(bu)對稱、企(qi)(qi)業抵押物(wu)不(bu)充足和信(xin)(xin)(xin)用(yong)(yong)(yong)貸款(kuan)占比偏低(di)等問題,促進中小(xiao)微企(qi)(qi)業融(rong)資增量(liang)、擴面、降本(ben),根據《國(guo)務(wu)院(yuan)辦公(gong)廳(ting)(ting)關于(yu)印發(fa)加(jia)(jia)強信(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)息(xi)共(gong)(gong)享應(ying)用(yong)(yong)(yong)促進中小(xiao)微企(qi)(qi)業融(rong)資實(shi)施方(fang)案(an)的通知》(國(guo)辦發(fa)〔2021〕52號)和《國(guo)家發(fa)展改(gai)革委辦公(gong)廳(ting)(ting)銀(yin)保監(jian)會辦公(gong)廳(ting)(ting)關于(yu)加(jia)(jia)強信(xin)(xin)(xin)用(yong)(yong)(yong)信(xin)(xin)(xin)息(xi)共(gong)(gong)享應(ying)用(yong)(yong)(yong)推(tui)進融(rong)資信(xin)(xin)(xin)用(yong)(yong)(yong)服務(wu)平臺網(wang)絡建設的通知》(發(fa)改(gai)辦財(cai)金(jin)〔2022〕299號),結合(he)我省實(shi)際,制定本(ben)行動方(fang)案(an)。


一、主要目標

到2022年(nian)底,力爭全省(sheng)企(qi)(qi)(qi)(qi)業(ye)(ye)信(xin)(xin)(xin)用(yong)貸(dai)(dai)款(kuan)余(yu)額超過(guo)(guo)(guo)1萬(wan)億元、占(zhan)(zhan)企(qi)(qi)(qi)(qi)業(ye)(ye)貸(dai)(dai)款(kuan)比重超過(guo)(guo)(guo)28%,其中(zhong)中(zhong)小(xiao)(xiao)微(wei)企(qi)(qi)(qi)(qi)業(ye)(ye)信(xin)(xin)(xin)用(yong)貸(dai)(dai)款(kuan)余(yu)額超過(guo)(guo)(guo)6000億元、占(zhan)(zhan)中(zhong)小(xiao)(xiao)微(wei)企(qi)(qi)(qi)(qi)業(ye)(ye)貸(dai)(dai)款(kuan)比重超過(guo)(guo)(guo)18%,小(xiao)(xiao)微(wei)企(qi)(qi)(qi)(qi)業(ye)(ye)信(xin)(xin)(xin)用(yong)貸(dai)(dai)款(kuan)余(yu)額超過(guo)(guo)(guo)3200億元、占(zhan)(zhan)小(xiao)(xiao)微(wei)企(qi)(qi)(qi)(qi)業(ye)(ye)貸(dai)(dai)款(kuan)比重超過(guo)(guo)(guo)14%;新增小(xiao)(xiao)微(wei)企(qi)(qi)(qi)(qi)業(ye)(ye)“首貸(dai)(dai)戶”數(shu)(shu)量超過(guo)(guo)(guo)上年(nian),引導普惠型小(xiao)(xiao)微(wei)企(qi)(qi)(qi)(qi)業(ye)(ye)信(xin)(xin)(xin)用(yong)貸(dai)(dai)款(kuan)利(li)率持續下(xia)降。形成信(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)息(xi)歸集共享(xiang)充分、融資服(fu)務(wu)功能(neng)健全的(de)(de)省(sheng)市融資信(xin)(xin)(xin)用(yong)服(fu)務(wu)平臺網(wang)絡,信(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)息(xi)共享(xiang)清單(dan)數(shu)(shu)據歸集率達到100%,平臺當年(nian)發放的(de)(de)中(zhong)小(xiao)(xiao)微(wei)企(qi)(qi)(qi)(qi)業(ye)(ye)信(xin)(xin)(xin)用(yong)貸(dai)(dai)款(kuan)占(zhan)(zhan)全省(sheng)當年(nian)發放的(de)(de)中(zhong)小(xiao)(xiao)微(wei)企(qi)(qi)(qi)(qi)業(ye)(ye)信(xin)(xin)(xin)用(yong)貸(dai)(dai)款(kuan)的(de)(de)比例超過(guo)(guo)(guo)50%。

到2025年(nian)底(di),全(quan)省(sheng)信用(yong)信息歸集共享(xiang)和創(chuang)新應(ying)用(yong)水平(ping)(ping)不斷提高(gao),促進全(quan)省(sheng)中小(xiao)微(wei)企業貸(dai)款(kuan)覆(fu)蓋(gai)率(lv)、可得性和便(bian)利度顯著(zhu)提升,中小(xiao)微(wei)企業信用(yong)貸(dai)款(kuan)余額占比(bi)逐(zhu)年(nian)提升,小(xiao)微(wei)企業“首貸(dai)戶”持續增加,貸(dai)款(kuan)利率(lv)保持平(ping)(ping)穩態勢。


二、重點任務

(一(yi))加強(qiang)信用信息共享整(zheng)合(he)

1.健全(quan)信用信息共享網絡(luo)。依(yi)托省(sheng)(sheng)(sheng)公共(gong)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)信(xin)(xin)(xin)(xin)息(xi)共(gong)享服(fu)務平(ping)(ping)(ping)臺(tai)(tai)(tai),建(jian)(jian)成全(quan)國(guo)(guo)融(rong)(rong)資(zi)(zi)(zi)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)服(fu)務平(ping)(ping)(ping)臺(tai)(tai)(tai)省(sheng)(sheng)(sheng)內唯一節點,接(jie)收全(quan)國(guo)(guo)平(ping)(ping)(ping)臺(tai)(tai)(tai)下(xia)(xia)發信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)信(xin)(xin)(xin)(xin)息(xi),歸(gui)集(ji)地方層面(mian)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)信(xin)(xin)(xin)(xin)息(xi),負(fu)(fu)責省(sheng)(sheng)(sheng)內信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)信(xin)(xin)(xin)(xin)息(xi)共(gong)享。(省(sheng)(sheng)(sheng)發展改革(ge)委牽頭(tou),省(sheng)(sheng)(sheng)地方金(jin)融(rong)(rong)監管局(ju)(ju)、人(ren)民(min)銀行(xing)合肥中(zhong)心(xin)支行(xing)、安(an)徽銀保監局(ju)(ju)等負(fu)(fu)責)推動全(quan)國(guo)(guo)融(rong)(rong)資(zi)(zi)(zi)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)服(fu)務平(ping)(ping)(ping)臺(tai)(tai)(tai)安(an)徽省(sheng)(sheng)(sheng)節點(以下(xia)(xia)簡稱(cheng)省(sheng)(sheng)(sheng)級節點)與全(quan)國(guo)(guo)融(rong)(rong)資(zi)(zi)(zi)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)服(fu)務平(ping)(ping)(ping)臺(tai)(tai)(tai)、國(guo)(guo)家企(qi)業(ye)(ye)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)信(xin)(xin)(xin)(xin)息(xi)公示系統(tong)(安(an)徽)、省(sheng)(sheng)(sheng)黨建(jian)(jian)引領(ling)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)村建(jian)(jian)設(she)服(fu)務平(ping)(ping)(ping)臺(tai)(tai)(tai)、省(sheng)(sheng)(sheng)綜合金(jin)融(rong)(rong)服(fu)務平(ping)(ping)(ping)臺(tai)(tai)(tai)、有(you)關行(xing)業(ye)(ye)領(ling)域(yu)信(xin)(xin)(xin)(xin)息(xi)系統(tong)和市(shi)(shi)縣(xian)融(rong)(rong)資(zi)(zi)(zi)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)服(fu)務平(ping)(ping)(ping)臺(tai)(tai)(tai)等互聯互通,將省(sheng)(sheng)(sheng)級節點打造成為“上聯國(guo)(guo)家、下(xia)(xia)接(jie)市(shi)(shi)縣(xian)、橫貫(guan)部門”的(de)全(quan)省(sheng)(sheng)(sheng)融(rong)(rong)資(zi)(zi)(zi)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)服(fu)務總樞紐,并融(rong)(rong)入全(quan)國(guo)(guo)一體(ti)化融(rong)(rong)資(zi)(zi)(zi)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)服(fu)務平(ping)(ping)(ping)臺(tai)(tai)(tai)網絡。(省(sheng)(sheng)(sheng)發展改革(ge)委牽頭(tou),省(sheng)(sheng)(sheng)地方金(jin)融(rong)(rong)監管局(ju)(ju)、省(sheng)(sheng)(sheng)數據(ju)資(zi)(zi)(zi)源局(ju)(ju)等負(fu)(fu)責)2022年9月底(di)前(qian),各市(shi)(shi)依(yi)托本地公共(gong)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)信(xin)(xin)(xin)(xin)息(xi)共(gong)享服(fu)務平(ping)(ping)(ping)臺(tai)(tai)(tai)建(jian)(jian)立完(wan)善市(shi)(shi)級融(rong)(rong)資(zi)(zi)(zi)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)服(fu)務平(ping)(ping)(ping)臺(tai)(tai)(tai)。到2025年底(di),爭創5個“全(quan)國(guo)(guo)融(rong)(rong)資(zi)(zi)(zi)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)服(fu)務特色示范平(ping)(ping)(ping)臺(tai)(tai)(tai)”。(各市(shi)(shi)、縣(xian)人(ren)民(min)政(zheng)府負(fu)(fu)責。以下(xia)(xia)各條(tiao)均(jun)需各市(shi)(shi)、縣(xian)人(ren)民(min)政(zheng)府落實,不再列(lie)出)

2.擴大(da)信(xin)(xin)用(yong)信(xin)(xin)息歸集共享范圍(wei)。根據(ju)《安徽省(sheng)(sheng)數(shu)據(ju)目錄編制(zhi)指南》制(zhi)定《安徽省(sheng)(sheng)信(xin)(xin)用(yong)(yong)信(xin)(xin)息(xi)(xi)(xi)(xi)共(gong)(gong)享清(qing)單(dan)》,明確公(gong)(gong)共(gong)(gong)信(xin)(xin)用(yong)(yong)信(xin)(xin)息(xi)(xi)(xi)(xi)、融資(zi)業(ye)(ye)務(wu)(wu)需求相關(guan)(guan)信(xin)(xin)息(xi)(xi)(xi)(xi)、市(shi)場(chang)(chang)信(xin)(xin)用(yong)(yong)信(xin)(xin)息(xi)(xi)(xi)(xi)、企業(ye)(ye)自愿(yuan)填報信(xin)(xin)息(xi)(xi)(xi)(xi)共(gong)(gong)享公(gong)(gong)開(kai)內容、屬性范(fan)圍(wei)、更(geng)新頻次、責任(ren)單(dan)位(wei)、完(wan)成時間等(deng)。不斷提高市(shi)場(chang)(chang)主體(ti)注(zhu)冊登記(ji)、行(xing)政(zheng)許可、行(xing)政(zheng)處罰、司法判決(jue)及(ji)執(zhi)行(xing)、嚴(yan)重失信(xin)(xin)主體(ti)名單(dan)、榮譽表彰、政(zheng)策支持等(deng)公(gong)(gong)共(gong)(gong)信(xin)(xin)用(yong)(yong)信(xin)(xin)息(xi)(xi)(xi)(xi)準確性、完(wan)整性和及(ji)時性。推(tui)(tui)動納稅、社會保(bao)險費和住(zhu)房(fang)公(gong)(gong)積金繳納、進出口、水電氣、不動產(chan)、知(zhi)識產(chan)權、科(ke)技研發(fa)等(deng)融資(zi)業(ye)(ye)務(wu)(wu)需求相關(guan)(guan)信(xin)(xin)息(xi)(xi)(xi)(xi)在規定的時限內實現有效全量歸集。推(tui)(tui)動各級融資(zi)信(xin)(xin)用(yong)(yong)服務(wu)(wu)平臺(tai)運營機(ji)構與信(xin)(xin)用(yong)(yong)服務(wu)(wu)機(ji)構、大數(shu)據(ju)機(ji)構在信(xin)(xin)用(yong)(yong)產(chan)品、大數(shu)據(ju)資(zi)源和技術服務(wu)(wu)等(deng)方(fang)面開(kai)展合(he)作(zuo),擴(kuo)大市(shi)場(chang)(chang)信(xin)(xin)用(yong)(yong)信(xin)(xin)息(xi)(xi)(xi)(xi)覆(fu)蓋范(fan)圍(wei)。引導(dao)企業(ye)(ye)通過省(sheng)(sheng)市(shi)場(chang)(chang)主體(ti)信(xin)(xin)用(yong)(yong)信(xin)(xin)息(xi)(xi)(xi)(xi)自愿(yuan)注(zhu)冊系(xi)統,按照“自愿(yuan)填報+信(xin)(xin)用(yong)(yong)承諾”等(deng)方(fang)式(shi),完(wan)善資(zi)質(zhi)證照、生產(chan)經營、合(he)同履約、社會公(gong)(gong)益等(deng)信(xin)(xin)用(yong)(yong)信(xin)(xin)息(xi)(xi)(xi)(xi)。(省(sheng)(sheng)發(fa)展改(gai)革委牽頭,省(sheng)(sheng)數(shu)據(ju)資(zi)源局等(deng)負(fu)責)

3.加快信用信息(xi)歸集共享步伐。發(fa)揮(hui)省(sheng)級(ji)(ji)節(jie)點信(xin)(xin)(xin)(xin)用信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)“上傳(chuan)下(xia)達”樞紐作用,制定各(ge)級(ji)(ji)融資信(xin)(xin)(xin)(xin)用服務平(ping)臺接(jie)入規范、數(shu)(shu)據(ju)(ju)(ju)安全、授權管(guan)(guan)理等技(ji)術標(biao)準,同(tong)步歸(gui)(gui)(gui)集融資成(cheng)效數(shu)(shu)據(ju)(ju)(ju)并上報全國(guo)平(ping)臺。(省(sheng)發(fa)展(zhan)改(gai)(gai)革委、省(sheng)地(di)方(fang)金融監(jian)管(guan)(guan)局(ju)牽頭負責)采取物理歸(gui)(gui)(gui)集、系統接(jie)口調用、數(shu)(shu)據(ju)(ju)(ju)核驗等多種(zhong)方(fang)式將相關(guan)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)逐級(ji)(ji)歸(gui)(gui)(gui)集共(gong)(gong)(gong)享(xiang)至(zhi)省(sheng)級(ji)(ji)節(jie)點,并同(tong)步匯聚江(jiang)淮(huai)大數(shu)(shu)據(ju)(ju)(ju)中(zhong)心(xin)。全國(guo)集中(zhong)管(guan)(guan)理的(de)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi),在國(guo)家層面完成(cheng)“總(zong)對總(zong)”對接(jie)前,各(ge)地(di)各(ge)有關(guan)單(dan)位(wei)(wei)可以根據(ju)(ju)(ju)實際需(xu)求(qiu)先行(xing)歸(gui)(gui)(gui)集共(gong)(gong)(gong)享(xiang);省(sheng)級(ji)(ji)層面集中(zhong)管(guan)(guan)理的(de)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi),原則(ze)上由(you)(you)省(sheng)有關(guan)單(dan)位(wei)(wei)負責歸(gui)(gui)(gui)集共(gong)(gong)(gong)享(xiang),在省(sheng)級(ji)(ji)層面完成(cheng)對接(jie)前,各(ge)市(shi)人(ren)民政(zheng)府可以根據(ju)(ju)(ju)實際需(xu)求(qiu)先行(xing)歸(gui)(gui)(gui)集共(gong)(gong)(gong)享(xiang);其他信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)由(you)(you)地(di)方(fang)人(ren)民政(zheng)府依托(tuo)公共(gong)(gong)(gong)信(xin)(xin)(xin)(xin)用信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)共(gong)(gong)(gong)享(xiang)服務平(ping)臺歸(gui)(gui)(gui)集共(gong)(gong)(gong)享(xiang),2022年6月底前實現數(shu)(shu)據(ju)(ju)(ju)全量(liang)共(gong)(gong)(gong)享(xiang)至(zhi)省(sheng)級(ji)(ji)節(jie)點。(省(sheng)發(fa)展(zhan)改(gai)(gai)革委牽頭,省(sheng)數(shu)(shu)據(ju)(ju)(ju)資源局(ju)、人(ren)民銀(yin)行(xing)合肥中(zhong)心(xin)支(zhi)行(xing)、安徽銀(yin)保監(jian)局(ju)等負責)

4.優化信(xin)用信(xin)息服務(wu)。推動銀(yin)(yin)行(xing)、保(bao)(bao)險(xian)、擔保(bao)(bao)、信(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)服(fu)務等機(ji)(ji)構(gou)(以(yi)下統稱(cheng)接入機(ji)(ji)構(gou))接入融(rong)資信(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)服(fu)務平(ping)臺(tai)。各(ge)級(ji)融(rong)資信(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)服(fu)務平(ping)臺(tai)按照公益性(xing)(xing)(xing)原(yuan)則,依(yi)法依(yi)規向接入機(ji)(ji)構(gou)提(ti)(ti)(ti)供(gong)基礎(chu)性(xing)(xing)(xing)和(he)特色(se)性(xing)(xing)(xing)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)服(fu)務。(省(sheng)發展(zhan)改(gai)革委(wei)牽(qian)頭,省(sheng)地(di)方金融(rong)監(jian)管局、人(ren)民銀(yin)(yin)行(xing)合肥中心支行(xing)、安徽銀(yin)(yin)保(bao)(bao)監(jian)局等負責(ze))對依(yi)法公開的信(xin)(xin)(xin)(xin)(xin)(xin)息(xi),各(ge)級(ji)融(rong)資信(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)服(fu)務平(ping)臺(tai)應整(zheng)合形成標準化(hua)信(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)報告,按照區(qu)域、行(xing)業等維度,提(ti)(ti)(ti)供(gong)基礎(chu)性(xing)(xing)(xing)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)服(fu)務供(gong)接入機(ji)(ji)構(gou)使用(yong)(yong)。對涉及商業秘密等不宜公開的信(xin)(xin)(xin)(xin)(xin)(xin)息(xi),未經信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)主(zhu)體(ti)授權(quan)不得向接入機(ji)(ji)構(gou)提(ti)(ti)(ti)供(gong)原(yuan)始明細數(shu)(shu)(shu)據(ju)(ju),主(zhu)要通過(guo)數(shu)(shu)(shu)據(ju)(ju)提(ti)(ti)(ti)供(gong)單(dan)位與融(rong)資信(xin)(xin)(xin)(xin)(xin)(xin)用(yong)(yong)服(fu)務平(ping)臺(tai)聯合建(jian)模等特色(se)性(xing)(xing)(xing)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)服(fu)務方式供(gong)接入機(ji)(ji)構(gou)使用(yong)(yong),或(huo)經信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)主(zhu)體(ti)授權(quan)后(hou)提(ti)(ti)(ti)供(gong)數(shu)(shu)(shu)據(ju)(ju)查詢(xun)、核驗等服(fu)務,實現數(shu)(shu)(shu)據(ju)(ju)“可用(yong)(yong)不可見”。穩妥引(yin)入企業征信(xin)(xin)(xin)(xin)(xin)(xin)機(ji)(ji)構(gou)依(yi)法依(yi)規參與平(ping)臺(tai)建(jian)設和(he)運(yun)營。(省(sheng)發展(zhan)改(gai)革委(wei)牽(qian)頭,省(sheng)經濟和(he)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)化(hua)廳、省(sheng)數(shu)(shu)(shu)據(ju)(ju)資源(yuan)局等負責(ze))
