安徽省加強信用信息共享應用促進中小微企業融資行動方案


為加(jia)快信(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)息共享(xiang)(xiang)步伐,深化數據(ju)開發(fa)利用(yong)(yong),大力(li)推廣信(xin)(xin)(xin)用(yong)(yong)貸款融(rong)(rong)資(zi)模(mo)式(shi),著力(li)解決銀(yin)企(qi)信(xin)(xin)(xin)息不對稱、企(qi)業抵押物不充足和信(xin)(xin)(xin)用(yong)(yong)貸款占比偏低等(deng)問(wen)題,促進(jin)中(zhong)小微企(qi)業融(rong)(rong)資(zi)增量、擴面、降本(ben),根據(ju)《國(guo)務(wu)院辦公廳關(guan)于印發(fa)加(jia)強(qiang)信(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)息共享(xiang)(xiang)應用(yong)(yong)促進(jin)中(zhong)小微企(qi)業融(rong)(rong)資(zi)實(shi)施(shi)方(fang)(fang)案的通知(zhi)》(國(guo)辦發(fa)〔2021〕52號(hao))和《國(guo)家發(fa)展改革委辦公廳銀(yin)保監(jian)會辦公廳關(guan)于加(jia)強(qiang)信(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)息共享(xiang)(xiang)應用(yong)(yong)推進(jin)融(rong)(rong)資(zi)信(xin)(xin)(xin)用(yong)(yong)服務(wu)平臺網(wang)絡建設的通知(zhi)》(發(fa)改辦財(cai)金〔2022〕299號(hao)),結合我省實(shi)際,制定本(ben)行動方(fang)(fang)案。


一、主要目標

到2022年(nian)(nian)底,力爭全(quan)省企(qi)(qi)業(ye)(ye)信(xin)(xin)用(yong)貸(dai)款(kuan)(kuan)余(yu)額(e)超(chao)(chao)過(guo)1萬億元(yuan)(yuan)、占(zhan)企(qi)(qi)業(ye)(ye)貸(dai)款(kuan)(kuan)比(bi)(bi)重(zhong)(zhong)超(chao)(chao)過(guo)28%,其中(zhong)中(zhong)小(xiao)(xiao)(xiao)微(wei)企(qi)(qi)業(ye)(ye)信(xin)(xin)用(yong)貸(dai)款(kuan)(kuan)余(yu)額(e)超(chao)(chao)過(guo)6000億元(yuan)(yuan)、占(zhan)中(zhong)小(xiao)(xiao)(xiao)微(wei)企(qi)(qi)業(ye)(ye)貸(dai)款(kuan)(kuan)比(bi)(bi)重(zhong)(zhong)超(chao)(chao)過(guo)18%,小(xiao)(xiao)(xiao)微(wei)企(qi)(qi)業(ye)(ye)信(xin)(xin)用(yong)貸(dai)款(kuan)(kuan)余(yu)額(e)超(chao)(chao)過(guo)3200億元(yuan)(yuan)、占(zhan)小(xiao)(xiao)(xiao)微(wei)企(qi)(qi)業(ye)(ye)貸(dai)款(kuan)(kuan)比(bi)(bi)重(zhong)(zhong)超(chao)(chao)過(guo)14%;新增(zeng)小(xiao)(xiao)(xiao)微(wei)企(qi)(qi)業(ye)(ye)“首貸(dai)戶(hu)”數(shu)量超(chao)(chao)過(guo)上年(nian)(nian),引(yin)導普惠型小(xiao)(xiao)(xiao)微(wei)企(qi)(qi)業(ye)(ye)信(xin)(xin)用(yong)貸(dai)款(kuan)(kuan)利率持續下降。形成信(xin)(xin)用(yong)信(xin)(xin)息歸集共(gong)享充(chong)分、融資服(fu)(fu)務(wu)功能健全(quan)的(de)(de)省市融資信(xin)(xin)用(yong)服(fu)(fu)務(wu)平(ping)臺(tai)網絡(luo),信(xin)(xin)用(yong)信(xin)(xin)息共(gong)享清單數(shu)據歸集率達(da)到100%,平(ping)臺(tai)當年(nian)(nian)發放(fang)的(de)(de)中(zhong)小(xiao)(xiao)(xiao)微(wei)企(qi)(qi)業(ye)(ye)信(xin)(xin)用(yong)貸(dai)款(kuan)(kuan)占(zhan)全(quan)省當年(nian)(nian)發放(fang)的(de)(de)中(zhong)小(xiao)(xiao)(xiao)微(wei)企(qi)(qi)業(ye)(ye)信(xin)(xin)用(yong)貸(dai)款(kuan)(kuan)的(de)(de)比(bi)(bi)例超(chao)(chao)過(guo)50%。

到2025年(nian)底,全省信用信息歸集共享和創(chuang)新(xin)應用水平(ping)不斷提高,促進(jin)全省中小微(wei)企(qi)業貸款(kuan)覆蓋(gai)率(lv)、可(ke)得性和便利度顯著提升,中小微(wei)企(qi)業信用貸款(kuan)余額(e)占比(bi)逐年(nian)提升,小微(wei)企(qi)業“首貸戶”持續增加,貸款(kuan)利率(lv)保持平(ping)穩(wen)態(tai)勢。


二、重點任務

(一)加強信(xin)用信(xin)息共享(xiang)整(zheng)合

1.健全信用信息共享網絡。依(yi)(yi)托(tuo)省(sheng)(sheng)(sheng)(sheng)公共(gong)(gong)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)信(xin)(xin)(xin)(xin)息(xi)共(gong)(gong)享(xiang)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)平(ping)(ping)(ping)(ping)臺(tai)(tai)(tai)(tai),建(jian)(jian)成(cheng)全(quan)(quan)國(guo)融(rong)(rong)(rong)資(zi)(zi)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)平(ping)(ping)(ping)(ping)臺(tai)(tai)(tai)(tai)省(sheng)(sheng)(sheng)(sheng)內唯(wei)一節點(dian),接收(shou)全(quan)(quan)國(guo)平(ping)(ping)(ping)(ping)臺(tai)(tai)(tai)(tai)下發(fa)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)信(xin)(xin)(xin)(xin)息(xi),歸集(ji)地方(fang)層面信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)信(xin)(xin)(xin)(xin)息(xi),負責(ze)省(sheng)(sheng)(sheng)(sheng)內信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)信(xin)(xin)(xin)(xin)息(xi)共(gong)(gong)享(xiang)。(省(sheng)(sheng)(sheng)(sheng)發(fa)展改革(ge)委牽頭,省(sheng)(sheng)(sheng)(sheng)地方(fang)金融(rong)(rong)(rong)監管(guan)局(ju)、人民銀行(xing)合肥(fei)中心支行(xing)、安(an)徽銀保監局(ju)等負責(ze))推動(dong)全(quan)(quan)國(guo)融(rong)(rong)(rong)資(zi)(zi)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)平(ping)(ping)(ping)(ping)臺(tai)(tai)(tai)(tai)安(an)徽省(sheng)(sheng)(sheng)(sheng)節點(dian)(以下簡(jian)稱(cheng)省(sheng)(sheng)(sheng)(sheng)級(ji)節點(dian))與全(quan)(quan)國(guo)融(rong)(rong)(rong)資(zi)(zi)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)平(ping)(ping)(ping)(ping)臺(tai)(tai)(tai)(tai)、國(guo)家(jia)企業信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)信(xin)(xin)(xin)(xin)息(xi)公示系統(安(an)徽)、省(sheng)(sheng)(sheng)(sheng)黨建(jian)(jian)引領(ling)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)村建(jian)(jian)設服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)平(ping)(ping)(ping)(ping)臺(tai)(tai)(tai)(tai)、省(sheng)(sheng)(sheng)(sheng)綜(zong)合金融(rong)(rong)(rong)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)平(ping)(ping)(ping)(ping)臺(tai)(tai)(tai)(tai)、有關行(xing)業領(ling)域信(xin)(xin)(xin)(xin)息(xi)系統和市縣(xian)融(rong)(rong)(rong)資(zi)(zi)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)平(ping)(ping)(ping)(ping)臺(tai)(tai)(tai)(tai)等互(hu)聯(lian)互(hu)通(tong),將省(sheng)(sheng)(sheng)(sheng)級(ji)節點(dian)打造成(cheng)為“上聯(lian)國(guo)家(jia)、下接市縣(xian)、橫(heng)貫部門”的全(quan)(quan)省(sheng)(sheng)(sheng)(sheng)融(rong)(rong)(rong)資(zi)(zi)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)總樞紐,并融(rong)(rong)(rong)入全(quan)(quan)國(guo)一體化(hua)融(rong)(rong)(rong)資(zi)(zi)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)平(ping)(ping)(ping)(ping)臺(tai)(tai)(tai)(tai)網絡。(省(sheng)(sheng)(sheng)(sheng)發(fa)展改革(ge)委牽頭,省(sheng)(sheng)(sheng)(sheng)地方(fang)金融(rong)(rong)(rong)監管(guan)局(ju)、省(sheng)(sheng)(sheng)(sheng)數據資(zi)(zi)源(yuan)局(ju)等負責(ze))2022年(nian)9月底(di)前,各(ge)(ge)(ge)市依(yi)(yi)托(tuo)本地公共(gong)(gong)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)信(xin)(xin)(xin)(xin)息(xi)共(gong)(gong)享(xiang)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)平(ping)(ping)(ping)(ping)臺(tai)(tai)(tai)(tai)建(jian)(jian)立完善市級(ji)融(rong)(rong)(rong)資(zi)(zi)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)平(ping)(ping)(ping)(ping)臺(tai)(tai)(tai)(tai)。到(dao)2025年(nian)底(di),爭創5個(ge)“全(quan)(quan)國(guo)融(rong)(rong)(rong)資(zi)(zi)信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)特色示范平(ping)(ping)(ping)(ping)臺(tai)(tai)(tai)(tai)”。(各(ge)(ge)(ge)市、縣(xian)人民政(zheng)府負責(ze)。以下各(ge)(ge)(ge)條均需各(ge)(ge)(ge)市、縣(xian)人民政(zheng)府落實(shi),不(bu)再列(lie)出)

2.擴(kuo)大信用信息歸集共享范(fan)圍(wei)。根據《安徽省(sheng)數據目錄(lu)編制指南》制定《安徽省(sheng)信(xin)(xin)(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)(xin)(xin)息共(gong)享清單》,明(ming)確公(gong)共(gong)信(xin)(xin)(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)(xin)(xin)息、融(rong)(rong)資業務需(xu)求相關(guan)信(xin)(xin)(xin)(xin)(xin)息、市場信(xin)(xin)(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)(xin)(xin)息、企業自愿(yuan)填(tian)報(bao)信(xin)(xin)(xin)(xin)(xin)息共(gong)享公(gong)開內容、屬性(xing)(xing)(xing)范圍、更新(xin)頻次(ci)、責(ze)任單位、完成(cheng)時間(jian)等(deng)。不斷提高市場主(zhu)(zhu)體注(zhu)冊登記、行(xing)政許可、行(xing)政處(chu)罰、司法(fa)判決及執行(xing)、嚴重失信(xin)(xin)(xin)(xin)(xin)主(zhu)(zhu)體名單、榮譽(yu)表(biao)彰、政策(ce)支持等(deng)公(gong)共(gong)信(xin)(xin)(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)(xin)(xin)息準確性(xing)(xing)(xing)、完整性(xing)(xing)(xing)和(he)及時性(xing)(xing)(xing)。推(tui)動納稅、社會保(bao)險費和(he)住房公(gong)積金繳納、進出口、水電氣、不動產(chan)、知識產(chan)權(quan)、科技研發等(deng)融(rong)(rong)資業務需(xu)求相關(guan)信(xin)(xin)(xin)(xin)(xin)息在(zai)規定的時限(xian)內實現有效全量歸集。推(tui)動各級(ji)融(rong)(rong)資信(xin)(xin)(xin)(xin)(xin)用(yong)服務平臺運(yun)營(ying)機(ji)構與信(xin)(xin)(xin)(xin)(xin)用(yong)服務機(ji)構、大數據機(ji)構在(zai)信(xin)(xin)(xin)(xin)(xin)用(yong)產(chan)品(pin)、大數據資源和(he)技術服務等(deng)方面開展合(he)(he)作,擴大市場信(xin)(xin)(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)(xin)(xin)息覆蓋范圍。引導企業通過省(sheng)市場主(zhu)(zhu)體信(xin)(xin)(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)(xin)(xin)息自愿(yuan)注(zhu)冊系統,按照“自愿(yuan)填(tian)報(bao)+信(xin)(xin)(xin)(xin)(xin)用(yong)承諾”等(deng)方式(shi),完善資質證照、生產(chan)經營(ying)、合(he)(he)同履約、社會公(gong)益等(deng)信(xin)(xin)(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)(xin)(xin)息。(省(sheng)發展改革委牽頭,省(sheng)數據資源局等(deng)負責(ze))

3.加快信用信息歸(gui)集共享步伐。發揮(hui)省(sheng)級節(jie)點(dian)信(xin)(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)“上傳下達”樞(shu)紐(niu)作用(yong),制定各(ge)(ge)級融資信(xin)(xin)(xin)(xin)用(yong)服務(wu)平(ping)臺(tai)接(jie)入規(gui)范、數(shu)據(ju)(ju)安全、授權管(guan)理等技術(shu)標準,同(tong)步歸(gui)集(ji)(ji)融資成效(xiao)數(shu)據(ju)(ju)并上報全國(guo)平(ping)臺(tai)。(省(sheng)發展改(gai)革(ge)委、省(sheng)地(di)方(fang)金融監(jian)管(guan)局牽(qian)頭負責(ze))采取物(wu)理歸(gui)集(ji)(ji)、系統接(jie)口調(diao)用(yong)、數(shu)據(ju)(ju)核驗等多種方(fang)式將相關信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)逐(zhu)級歸(gui)集(ji)(ji)共(gong)享(xiang)(xiang)(xiang)至(zhi)省(sheng)級節(jie)點(dian),并同(tong)步匯聚江淮大數(shu)據(ju)(ju)中(zhong)心。全國(guo)集(ji)(ji)中(zhong)管(guan)理的信(xin)(xin)(xin)(xin)息(xi)(xi)(xi),在國(guo)家層(ceng)面(mian)完成“總對(dui)總”對(dui)接(jie)前(qian),各(ge)(ge)地(di)各(ge)(ge)有關單位可以(yi)根據(ju)(ju)實(shi)(shi)際需求先(xian)行歸(gui)集(ji)(ji)共(gong)享(xiang)(xiang)(xiang);省(sheng)級層(ceng)面(mian)集(ji)(ji)中(zhong)管(guan)理的信(xin)(xin)(xin)(xin)息(xi)(xi)(xi),原則(ze)上由省(sheng)有關單位負責(ze)歸(gui)集(ji)(ji)共(gong)享(xiang)(xiang)(xiang),在省(sheng)級層(ceng)面(mian)完成對(dui)接(jie)前(qian),各(ge)(ge)市人民(min)政府(fu)可以(yi)根據(ju)(ju)實(shi)(shi)際需求先(xian)行歸(gui)集(ji)(ji)共(gong)享(xiang)(xiang)(xiang);其他信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)由地(di)方(fang)人民(min)政府(fu)依(yi)托公共(gong)信(xin)(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)共(gong)享(xiang)(xiang)(xiang)服務(wu)平(ping)臺(tai)歸(gui)集(ji)(ji)共(gong)享(xiang)(xiang)(xiang),2022年6月底前(qian)實(shi)(shi)現數(shu)據(ju)(ju)全量共(gong)享(xiang)(xiang)(xiang)至(zhi)省(sheng)級節(jie)點(dian)。(省(sheng)發展改(gai)革(ge)委牽(qian)頭,省(sheng)數(shu)據(ju)(ju)資源局、人民(min)銀(yin)行合肥(fei)中(zhong)心支行、安徽銀(yin)保(bao)監(jian)局等負責(ze))

4.優(you)化信用信息(xi)服(fu)務(wu)。推動銀(yin)行(xing)、保(bao)險、擔保(bao)、信(xin)(xin)(xin)(xin)用(yong)(yong)服(fu)(fu)(fu)(fu)(fu)務(wu)(wu)(wu)等(deng)機(ji)(ji)(ji)構(以(yi)下(xia)統稱接(jie)(jie)入(ru)(ru)機(ji)(ji)(ji)構)接(jie)(jie)入(ru)(ru)融資(zi)信(xin)(xin)(xin)(xin)用(yong)(yong)服(fu)(fu)(fu)(fu)(fu)務(wu)(wu)(wu)平臺(tai)。各(ge)級融資(zi)信(xin)(xin)(xin)(xin)用(yong)(yong)服(fu)(fu)(fu)(fu)(fu)務(wu)(wu)(wu)平臺(tai)按照(zhao)公益性(xing)原(yuan)則,依(yi)(yi)法(fa)依(yi)(yi)規(gui)向接(jie)(jie)入(ru)(ru)機(ji)(ji)(ji)構提供基(ji)礎性(xing)和(he)(he)特(te)色(se)性(xing)信(xin)(xin)(xin)(xin)息(xi)(xi)服(fu)(fu)(fu)(fu)(fu)務(wu)(wu)(wu)。(省發(fa)展改(gai)革委牽(qian)頭(tou),省地(di)方金融監管(guan)局(ju)、人民(min)銀(yin)行(xing)合(he)(he)肥中心支行(xing)、安徽銀(yin)保(bao)監局(ju)等(deng)負(fu)責(ze))對依(yi)(yi)法(fa)公開(kai)的(de)信(xin)(xin)(xin)(xin)息(xi)(xi),各(ge)級融資(zi)信(xin)(xin)(xin)(xin)用(yong)(yong)服(fu)(fu)(fu)(fu)(fu)務(wu)(wu)(wu)平臺(tai)應(ying)整合(he)(he)形成標準化(hua)信(xin)(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)(xin)息(xi)(xi)報告,按照(zhao)區域、行(xing)業(ye)等(deng)維度(du),提供基(ji)礎性(xing)信(xin)(xin)(xin)(xin)息(xi)(xi)服(fu)(fu)(fu)(fu)(fu)務(wu)(wu)(wu)供接(jie)(jie)入(ru)(ru)機(ji)(ji)(ji)構使(shi)用(yong)(yong)。對涉及商業(ye)秘密等(deng)不(bu)宜公開(kai)的(de)信(xin)(xin)(xin)(xin)息(xi)(xi),未經信(xin)(xin)(xin)(xin)息(xi)(xi)主體(ti)授權(quan)不(bu)得向接(jie)(jie)入(ru)(ru)機(ji)(ji)(ji)構提供原(yuan)始明細數(shu)據,主要通過數(shu)據提供單位與融資(zi)信(xin)(xin)(xin)(xin)用(yong)(yong)服(fu)(fu)(fu)(fu)(fu)務(wu)(wu)(wu)平臺(tai)聯合(he)(he)建模等(deng)特(te)色(se)性(xing)信(xin)(xin)(xin)(xin)息(xi)(xi)服(fu)(fu)(fu)(fu)(fu)務(wu)(wu)(wu)方式(shi)供接(jie)(jie)入(ru)(ru)機(ji)(ji)(ji)構使(shi)用(yong)(yong),或經信(xin)(xin)(xin)(xin)息(xi)(xi)主體(ti)授權(quan)后(hou)提供數(shu)據查(cha)詢、核驗等(deng)服(fu)(fu)(fu)(fu)(fu)務(wu)(wu)(wu),實(shi)現數(shu)據“可(ke)用(yong)(yong)不(bu)可(ke)見(jian)”。穩妥引(yin)入(ru)(ru)企業(ye)征信(xin)(xin)(xin)(xin)機(ji)(ji)(ji)構依(yi)(yi)法(fa)依(yi)(yi)規(gui)參與平臺(tai)建設和(he)(he)運(yun)營。(省發(fa)展改(gai)革委牽(qian)頭(tou),省經濟(ji)和(he)(he)信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)廳、省數(shu)據資(zi)源局(ju)等(deng)負(fu)責(ze))

(二)深化(hua)信(xin)用信(xin)息開發利用
